Moving country- act now or delay

Myself and husband are seriously in the s*** and we are about 2/3 months off completely broke and being unable to pay all debtors (approx £60k owed). We are moving from England to Scotland to be nearer family In Feb, but not sure if we should start the IVA process here in England before we go or wait until we are in Scotland to start trust deed process (think you have to be resident for 6 months). We don’t own property. Any advice?
