So the car is parked within a secured parking area? So basically it must be associated with someone who lives in one of the adjacent properties? Maybe knock on and enquire with your neighbours, rather than leaving a passive aggressive note?
The parking is not in order and very difficult to know which flat number since there are number of apartment blocks and the parking numbers seem to be allocated based on the time of purchase than specific to a flat.

Forget about the numbers, it's the space that's yours.
Once they pop out to Tescos it becomes 'available'.
    Get one of these fitted:

    Yes, that's the plan.
  • You want to resolve this amicably with the person parking in your space. Ideally they will move their car, or contact you if you give them your number.

You can also use DVLA form V888 to find out who the registered keeper of the car is if you are unable to get in touch with them, or the car doesn't move so you can put yours there.

Do you have Legal Protection on your home insurance? Cool. That'll be a great help should you need to escalate this.

Home/building Insurance is provided by the freeholder I believe for which I pay service charges.

I spoke to the management company again and they say as per their record my allocated parking number for my flat is different than one on the parking lease. They gave me the number. This number and spot do not match with the parking lease and is on a floor up. Not sure what is going on but the seller is claiming the parking spot is one on the lease while the management company suggested my parking number is different as per their record.
