Sheriffs Office Payment for PCN

I got a PCN in Scotland (live in England) for £30. I appealed the fine which they rejected and then they sent me Notice to Owner, £60 I again submitted the form and sent back to appeal. After no communications I received a Sheriffs Office letter from Scott and Co demanding £90. 

I’ve emailed Highland Council countless times to say I did post the form but they refuse to acknowledge this and take into account Covid lost mail / delays. They won’t budge saying it’s too late and I need to pay £90. Advice from PBLA / Citizens Advice is that they should consider retracting the Sheriffs demand and every back to £60.
What are my options please?

As this is council and not private I suggest you join pepipoo fightback forums using a non Hotmail email address and post in the council section there after reading the posting requirements

As this is Scotland there are different laws in place so you need specialist advice from anyone who understands their laws
