Refund for course cancelled due to covid

Hi need advice on a one day candle making course cancelled several times  and they have refused a refund to me.
 My candle making course was paid for in Feb 2020 with the one day course being held in the April 2020. I paid via paypal. 
Due to covid restrictions this was cancelled and moved to Sept 2020 by course organiser. Again, cancelled by course organiser in the sept as they needed to make covid risk assesssments and re-arranged for Nov 2020. Then, cancelled again due to covid restrictions. So I asked for a refund and was informed that  I was not entitled to this. Interestingly, my friend booked on the Nov date as there was spaces and got a refund. When questioned I was told they are only refunding the oct and nov people.  I was told  would need to arrange with  them in the new year a new course date. So, I tried to request a refund via paypal, but because there is more than 180 days since as I paid for it in feb 2020 my open dispute has been declined by paypal.  What are my rights on this?
