Building Survey - Advice Needed

Please can you help me understand the seriousness of the below building survey results:
There were all marked as red in the report with the costs listed below in brackets, the house is a mid terrace with an shared alleyway at the side to access the rear garden. 
  • Chimney Defect: Open Chimney Pots need capping and some repointing (£500) (does not include scaffolding - will it be needed?)
  • Chimney Defect: Potential issue with Flashing causing damp on ground floor side alley (£200)
  • Impervious masonry paint in side alley, painted white. Bricks can't breathe (£500)
  • Electrics: Old Fuse board with MCBs, no RCD. Install of RCD and inspection needed (£1000)
  • Upstairs windows height is less than 800mm meaning children can fall out of it (£1000)
  • Middle bedroom window has no fire escape, top loading window needed (£2000)
Any help on this would be appreciated. It's an old property so I was expecting some issues.

    Is that safe? Especially if repointing some bricks? No idea myself, just checking. 
  • I was concerned for him but he reassured me he'd been doing it for many years.  I lived in a railway station on the East Coast Main line, having scaffolding up would have involved getting the trains stopped during the repair.  Scaffolding is preferable, but costly - I paid £400 for a small amount so my joiner could repair two upstairs windowsills.

    Had a roofer do some flashing & ponting just last month. No scaffolding needed, and he used a pure lime mortar when requested. Fortunately, both the flashing & repointing was on the side of the chimney, so easily accessible.
    Any language construct that forces such insanity in this case should be abandoned without regrets. –

    That's good to know. Thanks. It would save money not needing scaffolding for such a small job. But of course I don't want anyone to risk their lives
