What type of light is this and why is it not working?

This light hasn't been working for about a month, so I went out today to eventually change the bulb.....only to find, no bulb! Instead this what I think might be an LED matrix? However I've googled that and it hasn't eally got me anywhere. Anyone know: a. what this matrix is called b what could be wrong with this light…

As @Jeepers_Creepers it's probably a faulty driver as none of the LEDs looked burned however I suspect @Folicky just wants to replace it with a motion sending floodlight?
