Energy bill cap?
Hi,
I live in residential apartments where we cannot change the gas supplier due to sharing a communal boiler.
However, we are not told who the supplier is and we pay a per Kwh usage charge to the housing association. The Kwh charge is from my calculations and research over the billing cap set by ofgem which should be under 4p per Kwh? we are being charged 20.07p per Kwh, is this even legal?

Yes, you are on what is known as a District Heating Scheme. Your charges reflect the cost of the initial installation; ongoing maintenance costs and future replacements. The Ofgem cap does not cover communal schemes. Search ‘District Heating Schemes’ and you will see what a regulatory minefield you are in.0

District / communal heating is not regulated. You are not paying for gas you are paying for heat, there is a lot more to the cost of heat than just fuel.
