MET Parking can ignore Protection of Freedoms Act?

Hello, I did try to google the answer and no luck.
Date of Contravention: 11 Sept 2019
Data of letter received: 30 of October
Problem is that person who used my car, left the country. I wish Met did send me this letter earlier, so I could provide drivers details. Now it impossible. And after long forum reading my understanding was that if MET haven't inform a keeper within 14 days, they you can ignore the letter. Today I spoke with Debt collectors and they told me that MET does not send parking charge under the Protection of Freedoms Act 2012. And they dont have to fallow this act ? Im a bit confused now. And yes I did read the letter and there is no mention of Protection of Freedoms Act 2012.
Can anyone clarify a bit more on this please?
And my only actions now is to pay this debt ?

Dont phone DRP that was your first mistake, if you didn't withhold your number you can expect automated calls and texts....

POFA is not mandatory , it should be , but it's not
So MET can either choose to comply with POFA , or not
In any case , do not engage with debt collectors , you can ignore debt collectors like Drpl , do not phone them , they are powerless
Read the newbies FAQ sticky thread near the top of the forum , third thread down in the Announcements
You do not have to pay unless a judge says so
You can give the name and address of the driver to MET at anytime up until a court case is issued , even if they are out of the UK2 -
Let's see a redacted copy of the first letter sent to you by MET - cover personal identifiers, but leave all dates showing in full.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Yes, but they want some evidence and proof. Not just a name. I only have name, surname, Date of birth and new address. Just give them the name and new address for the Driver , under POFA disclosure rules , to MET and tell them to stop sending you letters because you have named the driver. Plus ignore drpl2
