If there is a single wall separating your garage from the next (not two together), it is likely to be treated as a Party Wall. The Party Wall Act would give you a right of access on or over the neighbour's land to raise the wall as part of the extension, and if necessary take the wall down and rebuild it with new foundations. Might not be welcome, might mean you have to rent them alternative space whilst you do the work, but it is doable at a price and you'd have a right to scaffold over their garage to complete it all. You can't overhang gutters, as that creates a trespass. Building a new wall inside the exisitng wouldn't get you a right of access in this scenario. You might negotiate access with the neighbour but they could want payment or just choose to stuff your plans. Your architect would have to review this when designing but may need a steer on the PW stuff from a consultant.
