Just to clarify , the data link that the parking companies use to the DVLA cannot and does not show driving licence data , only some of the current V5C log book data , such as name and address and I assume the make and model of the vehicle as well !!
That data shown is allowed to be seen once per transaction by the accredited parking company on payment of a small fee , under their Kadoe contract
We agree that the DVLA should improve their data storage as detailed above , especially when it comes to one set of data per data subject , we also agree that there needs to be tighter restrictions and better checks made before releasing data , but that requires government action , not long forum threads on a parking forum
Complain to your MP , but your PCN needs to be dealt with as detailed in that newbies FAQ sticky thread near the top of the forum that you have eventually found above this thread3 -
I know you've found it now, but my signature - under every single post I make - tells people where the link is on every page you are reading, and where to click. if you look at the top of the page there in blue is parking and ticket fines, click it and on the next page the 3 tread down is the newbie link, that's my thought anyway but thank you.

Also the NEWBIES thread is not always the 3rd thread down - this is extreme hand-holding surely if people can't actually CLICK once, where I tell them to click (I even tell everyone it's at the top of every page and what it looks like!) then surely they can look where I tell them to look and find the thread I tell them is there to read?

GDPR is a useful tool in the fight against Parking companies, but its scope in parking is narrow, it could potentially be applied to the landowner as well, on the basis that the principal, ie the entity that contracted the parking company is jointly and severally liable for the actions of its agents ( the parking company)There is also a personal liability clause in GDPR this means that an individual - not a company can be held liable , so If Bob Smith of cheapo supermarkets, or half arsed property management signed a PPC contract with fleece 'em parking and that PPC breached GDPR then Bob smith could be personally liable - not cheapo supermarkets, half arsed property management , or even fleece 'em paring.Big corporates should have legal teams in place, and the antics of PPCs together with the issues around ANPR are well known.So how could a GDPR breach occur?a couple, of things that spring to mind ( andf there are more) could bePPC operating in a residential area, where residents have pre existing rights ( ie the ticketed in my own space issues)GDPR says you must carry out adequate checks to see if you have the right to process data, if a PPC or management company has not carried out adequate checks then that could be a GDPR breachANPR "double dip" this common events is where a vehicle makes two visits to a site and the cameras only pick up on first in, and last out, which can be hours apart - or sometimes even days, and the landowner/PPC have not carried out any checks on this data's accuracy - such as manual monitoring and checking ( foot patrol) of the car park and/or constant monitoring of a CCTV feed to ensure that all exit's are loggedThe only exceptions i would make would be the small independent businesses, and the community groups who can be victims of the PPCs as much as the motoristFrom the Plain Language Commission:

Presume you meant 'quash'? They won't do that either!Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
