    Sheets of stamps, with multiples available? I understand there are some instances but when an account's entire business (1000s of transactions) consists of low-priced apparently new sheets of stamps, one has to wonder.

    The fact that most of them do say used or for philatelic purposes only, they know exactly what they're doing and building their business off buyers either being ignorant or being happy to commit fraud.

    If they’re selling multiple sheets of first class then more likely they are fake than reused. 
    Dealers do sell excess stock on eBay but these will be mixed lots and generally the best discount will be 20 - 30%.  I buy at auction (the same place dealers go) and would not usually expect more than 35% off face.

    Either way they shouldn't be getting away with it. I'd be surprised if Royal Mail weren't aware of it. I'm assuming some of these make their way into the system and subsequently cost the rest of us money when RM put their prices up yet again.
    I know a small amount about the stamp market but can't imagine that curbing sales of 100 of one type of stamp at a time would be a great hardship to dealers.

    The seller I was enquiring about has sold a lot of these 100's and 50's.  They all look new and their is not information on the listing to say they are used or are for collecting purposes only.  

    If they are fake and are all fraudulent, I am surprised RM or someone hasn't picked up on this especially as the person I am asking about has sold a LOT!

    I have not sold sheets of stamps and i would not buy them if i ever needed to buy any,lol,The ones i have sold/will be selling are the books of 12 and books of 4 large letter which i think if people bought those they would  more likely be genuine.

    If they have no disclaimer then it's worth alerting RM. They may already be aware but no harm in doing so in case they aren't.

    Oh interesting. Do you mind me asking what circumstances have arisen for you to have excess stamps to sell? [I do completely believe you, I'm just curious :)]

    Doesn't "OFF PAPER" in that listing mean that they have already been used?
