    Is the stack now essentially decorative and there aren't actually any coal fires exhausting into it? (I presume so else it wouldn't be feasible to remove it. And I'm not sure what else it could be repurposed for).

    Gas fires, multifuel or wood stoves (clean burning ones), Are combi boiler vents occasionally sent up flues?

    It's normal for chimney repair costs to be shared between homeowners where the chimney is attached to both properties. It doesn't have to be stated in the deeds!

    The difference between yourself and your next door neighbours is that the house is owned by the council. If I were you, I'd agree to the charges - on condition that you also get quotes from regular builders as a comparison.
