Notification of a parking charge by private company

On 02/09/20, I parked for nearly 3 hours in a carpark and the limit is 2 hours. Fair enough I overstayed but I only received news of this this afternoon (11/12/20) when I got home. It took them over 3 months to notify me, what is the law when it comes to a private company notifying you of a charge? I thought it was either 14 or 28 days?

    There is no law regarding unregulated parking companies.

    Are you sure this is the first communication from the PPC as opposed to a reminder? In other words is it a NTK or a NTK reminder?
