Economy 7 High daytime usage bill and non moving meter

Thanks - maybe I should ask them for a smart meter. Checked this morning at 05:30, the meter indicator shows that it should be on low rate, but only the daytime counter is moving and there looks to be a glitch on the timer with the indicator moving backwards and forwards rather than just constant movement.0
