CDER Group Notice of Enforcement from PCN with Richmond Council

Hi all,
So in October last year I was issued a PCN for parking in a space in Richmond Borough without a valid ticket. The reason why I had not been able to obtain a ticket was that their RingGo system was not working correctly at the time (I parked in other zones across the Borough that same day and have receipts for those stays, however, as the system was working at the time). Essentially I was calling them as the app was refusing to work, and I couldn't get through before it would either cut me off or reject my try. I appealed the PCN via the usual informal route. An error then with Richmond's website meant that they had not received the appeal (I have screenshots confirming my submissions though). I subsequently called the parking team at the council and was advised to send through again. I requested any correspondence to go via email at the time as I was in the process of moving house and mail would be problematic. Throughout all of this my V5C was kept up to date correctly. I heard nothing more and thought nothing of it as the time period for their response to my informal appeal had expired and I assumed the PCN invalid.
To my surprise, I received a Notice of Enforcement from CDER Group demanding I pay the £98 debt I owe plus a £75 "Compliance Stage Fee". A rather rude chap in their office was determined to talk over me when I called them to enquire what this was about. Since then I've managed to get their pursuit put on hold as I do not have the financial stability right now to pay their ludicrous fee. It seems as though Richmond Council sent a rejection of my appeal as a letter to my old address and apparently followed up for a year to no avail, although if they had simply rechecked my details held by the DVLA they would have found an updated address. If I had ever received the original correspondence I would've followed up appeals via the usual formal means and then, if needed, have it sent for adjudication independently. CDER seemed to want to imply I was being evasive and avoiding the PCN, which is 100% not the case.
Could someone please advise where I stand on this and what my options are? I've contacted the council and they say now that it's been handed to CDER, they can't do anything about it now. And CDER say that they can't cancel it or let it go as they've been instructed by the council. And yes I've read the NEWBIES thread and the stickies, but I am awfully confused and rattled, so any expertise would be much appreciated.

And despite thorough searching on Pepipoo, I can't seem to find much to help my cause. The links to patas appeals register is now dead too so the ones in there I thought may help are no longer in existence.

It's also worth me saying someone at Richmond Council did advise filling out a TE9, but I had this sent straight back to me by the dept as apparently I hadn't also filled out a witness statement and a TE7, which I was unaware of. Apologies again if guidance regarding the filling out of those forms is posted elsewhere, but it is rather bamboozling trying to figure out what forms, etc. and is the witness statement just a simple word doc you write yourself? Or am I missing another ******* form somehow?

And what's wrong with actually posting in the very forum that is linked in the snapshot you've posted above? 🙄
Don't try to register with a Hotmail address (it doesn't like them for some reason), and read a few posts to get an understanding of what info they expect to see when you post.1 -

In the first post of the NEWBIES thread it says...
And despite thorough searching on Pepipoo, I can't seem to find much to help my cause. The links to patas appeals register is now dead too so the ones in there I thought may help are no longer in existence.
The point is - this forum tends to concentrate on issues with private parking companies, so as you have a council ticket you will be better off trying to progress your issue 'over there' where the council ticket experts tend to hang out.2 -
