NSL should be ashamed of what they do to people. Councils should run their own appeals but they farm the 'first appeal' stage out to private contractors and let them get away with murder.
But why he paid it I have no idea, totally stupid. This is why both Council and private PCNs are so lucrative, because even when someone knows the PCN is unsupported they are still daft enough to just pay. What is wrong with people giving in to crap like this so meekly?!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
