Parking ticket from UK Parking Control

Hi, I’ve received a letter form Debt Recovery Plus telling me that I apparently didn’t paid a parking ticket issued by UK Parking Control given at end of 2018 and now it’s £160...
I don’t remember getting any ticket but I suspect that one of my friends who I used to borrow my car few times to get to work (as the ticket is from the street next to his old work) and he just threw the ticket away.
I never received any letters from UK Parking Control, I’ve never contacted them or the Debt Recovery Plus and that’s a bit strange for them to not send any letters regarding that fine for 2 years? I still should have photo of my friend driving license. They somehow got my new address as I’ve moved long time ago, I’ve sold my old car and got new one.

The only problem is that my friend moved out of the country last year and the driving license in not from the UK.
Should I contact them and tell them that I wasn’t the driver? Send them a photo of his driving license with his address on it?
Or should I just ignore the letter?

It's not strange. It'll be because you failed to update the address of the car on the V5C logbook, and the car was registered at an old address. You even tell us this here, so we know that you didn't change the address (sending off your driving licence doesn't cut it):They somehow got my new address as I’ve moved long time ago, I’ve sold my old car and got new one.Hopefully the new car is registered at the right address and when you move you will know to change the V5C online, as well as your driving licence.
Why don't you just do what the NEWBIES thread post #4 tells you to do. The bit about ignoring DRP, where we beg people not to start threads about i that company...please read it first.
The only thing you must do is rectify the address data that UKPC hold by emailing their DPO (on their privacy page) and tell them to erase your old address. Jeez we seem to be advising this every day right now, soooo many people fail to update their V5C including my niece, I found out yesterday, who also has an old PCN to Ignore.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
