Parking fine after overstaying

Good afternoon and thanks in advance for any help you guys can give. I've had a look through the newbies thread and don't really know where I stand.
I received an FCN through the post yesterday from nap*** parking yesterday. I was in a car park, with a ticket, unfortunately I got stuck in a xmas shopping queue and was back at the car 16 minutes after the ticket expired. They've sent me the fcn along with a picture of my car in the car park and the ticket which was displayed. I've got no problems paying some sort of fine, I do however think that £56 is a bit excessive. After looking at the other posts I've tried contacting the retailer as advised but not been able to get through yet. Should I suck it up and pay or go through the appeals process as from where I'm standing I don't see much of a defence? As said before thank you for your help.

Plan A complain to the store/shop/retail centre. Plan B appeal using the blue text one-size-fits-all appeal with no additions, deletions or modification. Where did this take place? Presumably it is Napier Parking? There is a good defence as you became stuck in a Christmas shopping queue which was exacerbated by Covid restrictions.4

It isn't a fine.4

Plan A is your best option for the PCN , nothing else will work3

Napier own/lease some of the car parks they operate at, so you're going to have to do some research into the car park's status before contacting random retailers in its vicinity to ask them to intervene. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I've had a look through the newbies thread and don't really know where I stand.Napier currently use BW Legal and we see them continue to lose cases when people here defend. Often they discontinue and usually the signs are pants.

Certainly no lining Mr de Savary's pockets; these PPC fat cats are rich enough. You don't want to fund the next PCNs against weaker victims.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
