How do you find out who the landowner is?

Hi all,
I have read the newbies thread after receiving a PCN from UKCPM at the 02 in Greenwich. I was in the bay for about 7 minutes so I am absolutely not paying them.
What I wanted to ask is, I'm going to follow the steps but I'm not really sure who the landowner is, is there an easy way to find this out?
I had stopped off to let someone run into the Tesco Express there, should I be trying to contact them as well?

Check with the local council to see who pays the non-domestic business rates. Sometines this is provided on their website.
Ask O2. Ask the Tesco's manager. Complain to them as well if they are actually in the same site.
Pay the Land Registry £3.
