Postal PCN never received

I am a NEWBIE and have read the NEWBIEs thread.
I received a "Reminder Notice", but never received the original PCN. I appealed to the company using the template on the forum, but the appeal was rejected. The company (Local Parking Security Ltd), claimed to have sent the PCN within 14 days. The problem is that I do not know of a legally sound way to prove that I did not receive the original PCN. The POFA says:
(5) The relevant period for the purposes of sub-paragraph (4) is the period of 14 days beginning with the day after that on which the specified period of parking ended.
(6) A notice sent by post is to be presumed, unless the contrary is proved, to have been delivered (and so “given” for the purposes of sub-paragraph (4)) on the second working day after the day on which it is posted; and for this purpose “working day”means any day other than a Saturday, Sunday or a public holiday in England and Wales.

Unfortunately you can't prove a negative. What you can do is send an SAR which will flush out the original PCN and tell you whether or not it was PoFA compliant.
What happened when you complained to the landowner?
What was the reason for getting the PCN?
Where did the alleged event occur?
Get pics of the site and signage as soon as possible (Covid regs permitting)

your word agaist theres , the postal regs are for UK first class , chances are (check reminder notice envelope) that they used uk mail 3rd class economy mail
although to disprove this , they could send you proof of postage , available free from any post office counter3 -
