Haringey and Wing Parking

Hello, please could you advise on how I should approach this Wing Parking charge I received.
I applied for my free residents parking permit on the Haringey estate that I live on, on 23/11/2020. Usually, the only method of renewal is to go to the council office for them to re-issue it annually. Normally I come into the office a few days before the permit is due to expire, provide the info and receive the permit the same day. However, as the office is closed to the public given we were in a second national lockdown, I applied started making enquiries and applied online on 23/11/2020, over a week before my permit would expire. I note that there has been no correspondence to residents about the change in process for applying for permits this year as a result of the pandemic and the need to allow extra time to get a new permit.
The permit expired on 30/11/2020 and the permit was not sent by Haringey until 30/11/2020 (looking at the post stamp) and was received on 05/12/2020.
Furthermore, Wing parking didn’t come in the first national lockdown (their presence is always noted by residents and their absence was noted as a pleasant surprise during the first lockdown). There was no communication to say that enforcement was happen during the second lockdown.
Given we applied in time and no other means of displaying a valid ticket, could you advise on whether we stand a good chance of them wavering the charge and how we should proceed?

Wavering? That's not what you mean and you are NOT to appeal by talking about what happened and CERTAINLY NOT giving away who parked the car.
This is easy to win, as all WING cases are (as long as you don't say who was driving) but there are three stages.
