Ceiling leak: plastic pipe coming down the roof

Hello,

I have just come from abroad. During myabsence , the ceiling of my bathroom leaked. My neighbour checked the source of the leak and informed me that it was due to the  ventilation pipe from my bathroom,  up to a roof opening. He put a set of cloth to cease the leak.  I went up to the attic as it was leaking again this morning. I found a wide UPVC plastic pipe with open end coming down from the roof; it was where most of the rain  came through. I have no idea what is this pipe, any idea? My  boiler tank is in the attic though. The problem is that my house has solar panels at its roof which won't even let a small hand to slip through. A professional work requires a scaffolding which I can't  conclude. I wonder if there is a DIY fix to the problem as I have to leave the country in a couple of days and with the weather and my neighbour being away, I am really worried. Is the cap of the pipe missing? Should I just buy a replacement? The diameter of this pipe is over 12 cms.
