UKPC appeal timetable

Hi, my 86 year old father has just informed me he got a parking ticket from UKPC at local hospital. He overstayed his time as my mother was in end of life care at the time and consultant was dealing with issues arising from that which resulted in the ticket. He noticed at the time that the registration details on the ticket were incorrect so chose to write to them and tell them. He then wrote a further letter explaining the circumstances leading to him overstaying his parking time. He has just had his letters returned by UKPC saying they can't accept any correspondence or appeal unless they are on their "appeals form" which can be completed online or downloaded and posted to them. This is the point at which he has informed me what has occurred. I've read the newbies section but just want to ask if the delay involved due to his writing to them would make following the advice on the newbies section pointless. As he's 86 he has no mobile phone, no internet access and due to covid restrictions, no immediate family closely to help with this. I've tried to ring UKPC but I guess you would already know this was a fruitless exercise. The ticket was issued around 25th October as my mother passed away on the 27th, I admit I haven't seen the UKPC letters yet due to inability to visit my father due to covid.

Phone the hospital and get hold of PALS they SHOULD have the PCN cancelled. If they put up a fuss quote the NHS parking principles at them (Ask Auntie Google). It does annoy me when companies (although as it is a parking company it shouldn't) assume that every one has access to t'Internet; they should have a system whereby an appeal can be submitted by mail.2
