ParkingEye Popla appeal

Hi all, some advice please as  a registered keeper - issued a PCN for a 9 minute stay in pub car park. Appealed to PE - rejected obviously - not admitted who was driving, my grounds for appeal replied to in a standard Q&A answer sheet. My grounds to POPLA are 1.  Grace Period, 2. The signage - main sign on entrance is poorly lit and marked, 3 The operator has not shown that the individual who it is pursuing is in fact the driver who was liable for the charge  and 4. No Evidence of Landowner Authority - the operator is put to strict proof of full compliance with the BPA Code of Practice. I have not yet complained to the pub - any templates for this? I have copied and pasted a few winning Popla appeals from here, just wondered if I should boost it or not go into the ins and outs too much. Thanks.

    Forget that unless it was a golden ticket (see post #3 of the NEWBIES thread for a picture of the wording).

     I have not yet complained to the pub - any templates for this?

    Was the car par being used outside of pub opening hours?

    Unfortunately not a golden ticket. 
    The pub was open I believe although with Covid etc. i'm not 100%.

    Then your best option is a complaint to the pub or brewery or pub chain , not a popla appeal !!

    Plan A is your best option , always

    I do not believe that you will win at Popla unless you can get a win on no landowner authority or poor and inadequate signage

    If they complied with POFA then not admitting who was driving is a red herring and irrelevant
    Parking Eye tend to comply with POFA and with the BPA CoP

    You have already appealed to PE and are now looking at a Popla appeal , the question is why ??

    Why did you decide that paying was not an option and appealing was ?
    Why did you embark on the appeal routes ? There must be a reason ?

    Don't tell us it's another 'pulling in to take a call' when you could pull over on street.   So many people here pointlessly look for a car park, not understanding that double yellows are for pulling over on.

    The driver at the time was picking a subscription up at a nearby chemist, the road is not safe to pull in. The ticket machine also requires change of which they had none.

    OMG this is why parking firms exist.  You don't fly park like that, you find a side road (on street).

     You fell into a trap but a legal one.  No doubt there were signs telling you this and you went on private land.
