PCN received after 3 months

I have received a couple of PCNs where the the incident date was back in August 2020 but only just recieved them in November.  This for a company car for a lease agency. Hence in order to find out the driver of the vehicle the council would have needed to contact the DVLA and then the lease company before they got my name. I already asked the question why it was late but their only response was as they contact the DVLA within the 28 day period the PCN is still valid.  Is this correct? Or do they have 28 days to issue the PCN once they have my name from the lease company? They haven't informed me when they received this info but I can find out

    If these are council issued tickets, as we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a hotmail address won't work - try using a throwaway gmail account instead if you do have trouble registering and post a new thread; here's your link:


    Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
