Electric property, only top element working not bottom (water tank) - is there any issue with that?

Fingers crossed that it's just the thermostat setting that is currently too low. Some online sources state that one is 65 maximum, so there's a decent chance..1

Thanks. I moved it down and up to the maximum plus. I also tried to poke in what could be a reset hole (although not sure I felt any click or anything). That's all with the power off as I don't want to venture into irresponsibility and the max of what I'll try. it seems to have got something going (it is 'heating' so maybe the temp limit was at fault or the thermostat is dodgy) so will find out tomorrow after an overnight heat what'll happen. May not need a plumber after all, but if so at least the element is working and it's just a case of plugging on a working thermostat.

I don't really know how these things work, but after the last fiddle and trying to attempt to reset something which may or may not have been a reset, and turning it down then up again. I've left it and it appears working.
This way I'll probably do the bottom element once in a while for no other reason than I presume it's good to activate these things lest they go funky.
I'll use the boost more frequently as it'll be 30-60 mins a day at the same electric rate so it probably will work for me unless I get lazy.
Thanks for the tips, and to others too. It most definitely seems to be the thermostat, and either it's pretty sensitive or maybe needed a reset. The Plumber may have just put it on but obviously didn't care to wait to see how hot the water got (there aren't any numbers on it so maybe that didn't help either in finding the right setting)

Thanks for letting us know the outcome. The thermostat is likely fine, it was just set too low by the plumber.
If it had been the high-temperature trip, there would have been no heating at all.
Your regime sounds sensible; 65 degrees is a good temperature to ensure the critters are sterilised, so leaving the 'stat set to maximum gives reassurance. You could reduce it to about 50 ℃ (measured coming out of the furthest tap) if you really wanted to fine-tune. HSE recommendation is to sterilise the whole tank once a fortnight if I recall correctly.1
