Which side determines whether partial transfer of SIPP or ISA is supported?

In order to transfer cash or in specie funds from existing SIPP or ISA provider "A" to new provider "B" what is required? Can existing provider A decide to not support this making it a non starter even if new provider B offers partial transfers in? Or are they not legally allowed to force a decision between full transfer and account closure?

    There are ISA managers that will only transfer out as cash, and ISA managers that do not support partial transfers out. So at least for ISAs the answer is both providers must support the type of transfer you request. All ISA managers must permit the full transfer of an ISA as cash.
  • Is it different for SIPP? I have ISA and SIPP with AJ Bell Youinvest and looking to transfer out. Do you know if they allow partial transfers out? They don't provide this information on the website, they say I have to call to discuss. I want to be more informed before talking to them as providing good service with detailed information won't be a priority for them as they are losing my custom.

    I don't believe there is any requirement on SIPP providers to allow partial transfers. They should be able to give you a clear answer on this whether or not they are losing your custom.
