Seconding that you need a structural engineer to take a look, but odds are it's a drain issue.1

Drainage at the base of the bay windows mate, looks like water has been congregating there for sometime, especially where the mold/mildew is. That definitely needs to rectified, so that the rainwater is draining directly into the drain. The cracks in between the paving, need to be filled. No water should be sitting around there, after rain. And most definitely not going into those cracks. That could well cause damp.
A French drain is a solution, I prefer channel and grating.
It might be subsidence, whether it needs underpinning remains to be seen. It may be a bit of settlement, and no need underpinning. It needs a structural engineer, as a few have said.
