Actually, I think that the order may contain a typo. It would make much more sense for para 2 to read discontinued in these circumstances.
Perhaps write to the court with the draft order and clarify.

I agree, it should read 'discontinued' surely - but ask the court. I suspect someone misheard a recorded judgment.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
