Council tax rebranding

I moved into the property in June 2018. I received notice from VOA in November 2020 that as alterations had been made to the house they must include the additional value in the band following my purchase.
I have received a letter in December 2020 informing me that the band will increase from B to D.
Whilst i appreciate that things can and will change and i am prepared in some respects to pay the increase. It has taken the VOA nearly 2.5 years to get round to dealing with this. Is there some kind of time bar on their side which they have to notify me within after the purchase? I note from the bumf they have sent me that i have 6 months to lodge a challenge but is there something on their side?
Any help would be gratefully received

They tried rebranding it once as Poll Tax. It didn't work.3

When you moved in, I presume there was an Improvement Index flag against the property?2

I'm in favour of people paying the right tax. Stone me councils and the country need the money.1

If you are in England you will have benefitted by the delay, the increase cannot be backdated. Not so good if you're in Wales, as it can be backdated
CT bands can be altered at any time if they are found to be incorrect, there is no time limitIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales2 -
