Payment Pending expired goods shipped.

A few weeks ago I placed an online order. Got an order confirmation but didn’t hear anything for several days. Eventually emailed their customer services asking if they were going to send the order. Got an auto reply but nothing more, the next day the pending payment on my account disappeared. Their customer services have a got a shocking number of poor reviews online, I assumed the order had just been cancelled.
I went and made a purchase elsewhere. Yesterday I got a we’re processing your order email, today I got a dispatch notification with a UPS tracking number. Although the website appeared to be UK based the pending payment seemed to be going to the parent company in the Netherlands and the goods are being shipped from Germany.
Can they resubmit the original payment ? Getting hold of anyone is a nightmare apparently and I’ve already purchased an alternative. It was a good deal, Black Friday offer, just not really required anymore.

Yes.
The first transaction was a reservation of funds which authorised the merchant to take the money. This will dissappear if not then actually taken within a short amount of time.
The retailer can now come back and collect the money having completed the authorisation even though the pending payment has now gone.
Lots of threads on here about the same, like this one:

I myself had Argos come back after 6 months when they finally realised they hadn't taken their money. To be fair they did email a warning, most do not.1 -

Did you actually cancel the order though? Or get an order cancellation from them? If neither of these, then it's not really a surprise that your order has eventually gone through. As above, the payment authorisation can last for a while even if it isn't "pending" on your bank statement anymore. Probably just easiest to return it for a refund under the distance selling regulations unless you want both items.
