However in the context of this thread, the fact that your wording fails on a contract law basis, I think you can see that a tiered approach to parking charge levels just ain't fitting on any sign and you can't just say 'up to' any more than you can say 'costs on the indemnity basis'.PRIVATE 'PCN'?
