UKVCAS excessive fees

Hello, 
As part of my citizenship application I have to make an appointment for a BRP, a biometric residence permit. The UK government website says this should cost £19.20 for a normal appointment, via their UK Visa and Citizenship Application Services (UKVCAS) service points. However, in a related Facebook support forum people quote vastly different prices (for normal appt, not same day etc). Prices range from "free", to £65, £75, £199, or £220 (Croydon UKVCAS)! Some, but not all of these prices are listed on the website as 'enhanced services'. It can even depend on the time of day you access the website, according to applicants. How is this fair?
