Yes, not helpful at all. I have noticed with other companies, you can communicate by email but what they do is ask you to verify your identity by answering security questions. There is. You simply call PayPal UK support on 020 8080 6500 to update your details.
However, I do agree there has to be an additional way to update the mobile number in case the remembered device is a laptop that has stopped working.
