Goods from Netherlands no received

I ordered some goods from Netherlands and after 3 weeks has not arrived. Contacted retailer who said must be lost in the post.
Retailer is not willing to give refund or resend goods. Payment was by bank transfer, around 20 euro.
What can i do?
