About Help to Buy ISA: Partner not first time buyer

I am planning to purchase a house as I have Help to Buy ISA with Barclays, I am first time buyer and does not own any property in UK.
My partner own a flat in UK, and he had used his Help to Buy ISA last year.
If both of us buy a house with both name, can I use my Helpt o Buy ISA bonus from government as I am first time buyer, but my partnet is not?

Assuming the property fulfils the requirements of the scheme then you can use help to buy ISA.
You won't be eligible for other FTB benefits (e.g. stamp duty relief) - in fact you will have to pay the additional rate as partner already owns a home.0 -

My partner does not have Help to Buy ISA anymore, as she had used it in her first flat.
Can you clarify what you mean by "I have to pay the additional rate?"
