Rebuilding old outhouse

We have a house which in the past has been extended to its limit.( a previous owner applied for  further  planning permission and was refused on those grounds)
We have a very old and leaky out house attached to the back of our kitchen wall and also next doors back wall. ( they were all one property at one time, split into two and this house got the outhouse)
The outhouse is more on their side than ours and couldn't be accessed from inside our house because of this.
My questions are:
Do we need planning permission to rebuild it? 
When rebuilding could we rebuild it further onto our property to make it accessible from our kitchen?
Its an L shaped building could we move the L bit next to the house?
This would also allow it to be accessible from the house..
Next door want to rebuild something similar on their side.
When we moved in mentioned this and want to do it at the same time.
We haven't lived here a year yet so with covid haven't actually discussed anything since.

    Any floor plans or photos you can provide assuming this will be easily available via Rightmove?

    Were there any Planning conditions restricting particular development when the house was split in two?

    The floor plans aren't available on rightmove so I've done a sketch.

    The building was split in the late 1800s.
    The only documents at land registry is a conveyance from the 1970's.
    There is no mention of building restrictions. The only one is we can't become a brew house.
    I know about the previous refusal as its on the planning portal.
    The end of the outbuilding was knocked down when the extension was done a few years ago, we think to use the bricks. 
    There are also some old estate agent pictures online showing it as being there before the extension The brick base is still there as well as the back wall along the boundary. The red outline is ours.

    When my parents rebuilt their garage a bit bigger they needed planning permission, so I suspect you will too.

    We can't increase the floor area due to reaching development limit. We just want to rebuild whats there , just change the orientation.

    That's not really rebuilding what's there though - changing the orientation makes it a different building, even if the interior space is the same.
  • Under Planning, a knock down and replacement structure or building is considered a new build.

    You mentioned the house is already been extended to its limit. If that is the case, then any new building would require formal Planning.

    If it's a no, you could perhaps add a porch to a new back door from the kitchen and use it to access. I think the permitted development area for porches is 3m2, but don't rely on that!
