Extracting Cavity wall insulation

Has anyone had their cavity wall insulation extracted? My house was insulated before I bought it in the 80's as part of a previous Government scheme but it has fallen down the cavity and is sopping wet pulling moisture from the ground and causing damp. Got a quote to extract it - £1800 for a 3 bed semi - they recommend leaving it without insulation to allow the building to breath - which makes sense to me. Anyone got experience or advice on this? Thanks in advance
