                    Looking to rent somewhere soon but wondered if this was applicable as I'm on a full time 3 year course.

- the training leads to a qualification accredited by a body recognised by the Office of Qualifications and Examinations Regulation (Ofqual) or the Scottish Vocational Education Council (SVEC)

 An apprentice is never exempt from council tax, you are disregarded (if you meet the qualifying requirements) but the maximum applicable discount is 50%.  I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
