Good evening everyone hope everyone is staying safe and well. I recently have been given a civil enforcement fine which was sent to my home address, that is threatening a court judgement. 
I was advised previously to just ignore civil enforcement and now just been given this letter. The fine initially was sent in May 2020, and was as a result of parking in private land but I did not see the sign for the payment and assumed it was free, following which it has now gone up to £182! 
I have read the FAQs and I am a bit confused on whether I should: appeal, contact the landowner, or write up a defence?

            Hello and welcome.
 I don't know who advised you to ignore CEL, but that was a mistake.
 Anyway, you have now received a Letter of Claim and you should react to that as described in the second post of the NEWBIES thread.3

            Thank you Keith do I have much chance? I’m happy to pay a reasonable fine but £180 is far too much is it possible to negotiate with civil enforcement at all?0

            Not possible to negotiate with them and any attempt will be seen by them as admission of a hooked victim who will be pursued relentlessly.
 Far better to follow the well trodden path. CEL are easily beaten and often give up at the last minute, but meanwhile will force you to jump through the hoops.

            SAR to CEL to their DPO and a debt management advice letter reply to CEL enforcement with 30 days delay
 No filling in those forms at all
 The juggernaut will rumble on , so get onboard and fight
 The time when 2 appeals should have been done passed months ago
 In future , do not ignore3

            No-one here pays CEL, they usually discontinue when they have issued a claim and see a decent defence, then WS & evidence.
 NEWBIES thread post #2 explains how to do it. For now, you need to follow the advice for LBCs in that post, and get your SAR from them as it explains.
 You seemed to have missed the fact you could have had this cancelled in a week flat, by appealing it as per post #1 of the NEWBIES thread but there's nothing to stop you complaining to the landowner even now. Retailers are especially good at cancelling scam PCNs for the public, usually.

            All acronyms ae to be found in the NEWBIE sticky, suggest you pop there now and have a good read. It is not a quick scan, more of a cup of tea and plate of biscuits read.4
