Neighbors Planning Permission and trying to sell my flat

HI - wanted to get some advice - I'm looking to put my flat on the market in the next 3 months - potentially anyway. My upstairs neighbour has applied for planning permission for a balcony on top of my kitchen roof essentially - we have share of free hold and there's another 2 people on the freehold who i don't believe she's told yet - they wouldn't be effected by any work or the balcony, but the leases and buildings insurance would be effected, but im not there yet. I've told her i want to sell so its not in my favour to not object to the planing permission- which I'm going to do on the grounds of the balcony will over look my garden and you'd be able to lean over the balcony and look round into my bedroom, so privacy issue. Im pretty sure there's no point putting my flat on the market until the planning permission had been denied, or its been granted and the work has been done. Im not sure what my options are here really and any possible repercussions that might come from it - i was wondering if anyone had hit a similar situation or had any ideas on what i can do or possible outcomes ?
edit - im on ground floor and shes on first floor

Has the freeholder agreed to the proposals? Regardless of PP if the freeholder objects then she can't do it. Yes I know you're all the 'freeholders' but the lease should state what is required if anyone wants to make alterations to the flats. You need to check what it says.Apart from the privacy issue I would be concerned about structural integrity of the roof/balcony floor (and what work is proposed to make it suitable as a balcony) as well as the potential noise from above.0

Pedant alert - it's could have, not could of.1
