Issue with border force incorrectly charging me import VAT

Hi all,
Recently I have been having a issue with border force incorrectly charging me for import VAT on packages that no import charges should have been applied. I filled out the BOR23 form and they are refusing to refund me the incorrect amount because according to their records the electronic version of the CN22 form was filled in incorrectly but this is impossible because the electronic form is filled out on the postal website first and then printed off and attached to the package and they cannot show me the error I did request to see it via the data protection act and the freedom of information act which they ignored. I also contacted HMRC to see if they could help and they told me that it was a civil matter between me and border force and they could not get involved, I did ask them what is the protocol if the two do not match and they told me that the sender or addressee had to be contacted to fine the correct information and that they are not allowed to assume the correct amount.
All of my packages are under the £39 value for gifts that does include the postage cost and no extra insurance was added.
Any advice would be grateful.

So it was one consignment of multiple packages? Who’s sending you all these presents? (Or are they
presents ?)
The odd parcel can have a mistake but the “all” suggests there are a fair number of them so unlikely to be simple errors on each and every one.
FOI explicitly excludes personal information so not sure what you were hoping to get out of that request.1 -
Who sent what to whom, from which country to which country and what was the value (including postage)?
I cannot work out from your post if you are the buyer or seller.

You said "All of my packages were under £39" - How many packages did you receive?Were these all from the same sender?Friend/Family or business?What are the items you were sent?1

What's the break down? Did one of those friends send you 3 parcels?Why did they send you these items?0

Yes, one sent 3 parcels, another sent 1 and another sent 1. The keyrings and books they sent are what I collect0
