Can't stop Credit Card payments to fraudulent account(s)

I've been informed that my Credit Card payment details may have been compromised in a recent data breach.
Recently I've had six CC charges for several services from a well known TV service.
I've confirmed with that company that, although I registered with them over 5 yrs ago (but never used the service), my registration is "Incomplete" because I never provided payment details.
They confirm that there are no charges or service requests, because they can't charge to that account.
I've changed the CC card number twice, and charges are still being made.
My CC company, at first, said that they were applying a company-wide BLOCK on all future charges.
After a recent (hour and a half) phone call to the fraud dept, they told me that they can't block (continuous payment) charges, they can only REQUEST that the TV company stop charging me! Also that changing the card number will not help.
Apparently, once a fraudulent continuous payment is set-up, I can't instruct the CC company to stop payments ever!
(even though THEY contacted me because the first payments were "suspicious")
Surely, this can't be true?

    Do not know who you bank with but there is a big lack of truth in what they say.
    Certainly Visa has a system that allows a card provider to stop any CPA from transferring to the new card. I would fully expect Mastercard to have a system that does the same.
    Fraud team should know all about this, as it is part of our fraud process where a CPA is part of the fraud.

    Netflix by any chance? As they submit a list each week to get card details updated.

    Absolute tosh.  A CPA can be cancelled at anytime and your card provider must act on your instructions to do so.   
  • My CC provider is a major UK bank. The TV company is not Netflix but is one of the big ones.
    I've raised an official complaint with the bank and the Complaint Manager contacted me next day. 
    She told me that MasterCard issue a new card number to the retailer for any "continuous payment" BUT they don't even need that  because they can just carry on using the previous information!
    She said the ONLY thing the bank can do, is to request that the retailer stop and make a pay-back against the company, which means that they incur an additional charge, in the hope that they will eventually stop.
    She 'expects' that this company will conform, but as I reminded her, the bank has written to them once before, and I still had another charge.
    I suggested that I should be able to instruct the bank to stop payments and take responsibility for the outcome.
    She said I can't do that, but stated that she would monitor the account each month from now on.

    You have a LEGAL RIGHT to have payments cancelled. 
    Even if companies refuse, banks MUST cancel them for you.

    It may well be that the internal mechanism the bank uses is as you state, but the net result must be that you don't get charged.

    FCA rules above, if you instruct the card issue to stop the CPA they have to. Note that a CPA effectively works at merchant code level so you cannot stop one but allow another one to continue, its all or nothing.

    I've contacted the complaints dept of the bank and waiting for the assigned manager to contact me.
    But now I have the FCA page to quote to them.
