I've now looked at the photos as has been suggested, and it shows the vehicle dropping off the passenger @ 9:45:56, stopping in a "hatched" area (not a parking bay) @ 9:47:10 and then the passenger getting back into the vehicle @ 9:56:15, so the actual time stopped in the side road in total was less than 10 minutes....  and not moved into a "bay space" only at 9:55:19

It is not a fine, and according to one MP there may be links between some of these companies and organised crime. 

Would you want your money going to fund people smuggling, white slavery, or the inmport of hard drugs?  On no account pay them a penny unless a jyudge tells tou to.  Many of these companies have bee4n brought to the brink, help to force them over the edge, fight, fight, fight.

Both the BPA and OPS are Sussex based.
Perhaps the BPA hierarchy get free joyrides in said helicopter.
