Sounds like there's maybe been a crossover between the switch from Bulb to SSE and you moving in and registering with Bulb. Immaterial of how or why, I'd agree with Phones4Chris, sounds like your best option is to formally complain to SSE. Note that you can go to the ombudsman after six weeks rather than the normal eight. SSE agreed this because their record was so bad.1

Thanks for the replies everyone, I started a formal complaint after I found out SSE were involved to encourage a speedy response so looks like they're nearing the end of their time. Strangely, they have suddenly got back to me asking for a contact number to call me on to discuss! Bit suspicious after I just replied on here but a good start none the less. Will try to find some time over the weekend to take the call but I'll request an email as its much easier to document. I'm sure that's the real reason they didn't just give me detail over email but we'll see, going to try to note everything down because I've had enough with it all and don't want to deal with anything else miscommunicated0
