I think you have 21 days to either pay or challenge. Any longer will/may incur more charges.0

I am asking to reopen my case which has been dismissed, I was not ordered to pay anything0

You need to provide more details.
Are you trying to appeal a court decision? If so, N244 is the wrong form.
You would need N161 if trying to appeal a county court judgment (excluding small claims track), or N164 if appealing a small claims track decision.
Read the court leaflet at https://www.gov.uk/government/publications/appeal-a-court-decision-civil-and-family-appeals-ex340.

Yes I think you are right the Form is N164 since it is a small claim track decision.

Normally 21 days but could be less, it is all outlined in the link steampowered linked above, you normally have to pay a fee to appeal too0
