Gas Safe certs can be reissued, for less then £10 I think if it was a genuine install.The electrical certs and fensa certs etc you don't seem to be able to. Luckily when I last sold, I couldn't find the boiler certificate, I had the service book showing it serviced annually. Luckily I could buy that one again.If they can't provide the gas one, then they didn't get it done properly, as they can get a copy of that easily.0

The boiler documentation is only relevant if it has also been annually serviced since install. If not, then any warranty is void. So I'd be asking for a copy of the service receipt(s). A GSC is pointless 2 years after the event, as it does not tell you the system is still safe.
A 2 year old boiler should have at least 3 years and up yo 7 years left on the warranty, so it's not insignificant.
There is no requirement to supply an EICR, as the vendor I would advise you to make your own arrangements, at your expense.No free lunch, and no free laptop1 -

Both the boiler and the electrics will still be under warranty and will be fixed at no cost to you if anything goes wrong; just make sure the paperwork's signed over to you to that you can make a claim if you need to.
This assumes that the boiler has a longer warranty than 2 years and was installed correctly in the first place and also that the servicing paperwork is genuine and that the neither the boiler installer nor the electrician do a runner
I think someone is lying to the OP about the certificates as there is no reason on earth why the vendor would not have them, the estate agent is talking nonsense and I would not be convinced either thing was installed in accordance with building regulations, and a massive red flag would be raised
I suspect the boiler warranty would want to see the installation certificate otherwise they would repudiate
( perversely if the estate agent had said the work was done 30 years ago and therefore certificates were not required this would be acceptable)
