i think thats what they really want. a crime ref number.
also it proves you are genuine. a real scammer/buyer is unlikely to report a crime.
insurance companies do much the same thing re fraud etc.
I'm sorry there does not appear to be a crime here, unless your blaming the courier for Criminal Damage!! I think eBay/PayPal are just trying to pass the buck tbh! It is not really fraud, Police will most likely advise that this is a civil matter.
Like the other chap said go in, speak to an officer, get an incident number get them to put their details and comments down for you to send to eBay/PayPal.
One more thing whilst we are on the subject of reporting things to the Police, if an eBayer is Fraudulent the offence occurs where they are based, so the Police Station that you would need to obtain the Crime Ref no. will be the station covering the offenders address, however in this case, I am sure your local Police Station will be happy to give advise.
I don't know, the problem is with eBay and PayPal is that there is no competition from any other sites and therefore they just treat there customer like poo.
Good luck hope you get the money/product refunded!!
