I'll try that with my next Tesco trolley load - sorry officer, I simply forgot to pay.
It is perfectly possible. I walked out of a shop a couple of years ago with an unpaid item in my hand. So did Richard Madeley

I dunno, probably not worthy of too much analysis ... but anyway, to me parking was always a transitional activity (just made this silly phrase up). I mean I parked in order to do something else ... I wanted to get somewhere, sometimes needed to get there quickly. And no trolley load of stuff was there to remind me to cough up.
I used to routinely forget where my kids were ... I left my 6 week old son in his pram, in a shop ... it's incredible they survived. People like me need good signage even more than yer average idiot, we need something there ...https://www.youtube.com/watch?v=56m63bsQvB8
