UKPC Parking ticket at my flat - scotland

I've been through the newbie thread several times, but I cannot distinguish which advice applies to me in Scotland and what doesn't.
Parking at my flat is controlled by UKPC and they introduced new permits. Admittedly, I didn't display my new permit until around 11am on the first day but when I did, there was no ticket on my windscreen. The car is my parents', but I was the driver. My parents received an NTK exactly one month after the new permits coming into place saying I was given a ticket at 10.30am, a charge was given but hasn't been paid (when I got to the car there was no notice), so had no option to pay the reduced amount. I think I read that if there is no ticket on the windscreen the NTK needs to arrive within 14 days, but they say there was one on the window. My understanding is that there is no keeper liability in Scotland and they don't need to tell UKPC that I was driving, is that right? 
The NTK seems to be a poor b&w copy, which makes it very unclear in their picture of the car if there was a charge on the windscreen or not and you need to pay through paycharge to see the other footage that they claim to have of the 'offence'.
My parents are keen for me to appeal the ticket saying that I am a resident and the permit system is only in place to stop non-residents parking, but that would require goodwill from UKPC which I understand is unlikely.
Should I appeal or ignore, and if I should appeal, on what grounds and should it come from my parents as they received the NTK, or admit I was driving and I am resident here?

    no appeal will work with them , you are now classed as a mug , a person that will hand over money whenever they post an invoice to you 

    you have not given enought info to make suggestions as to what action you should take regarding UKPC at your location , so no one can give any advice on action to take

    I haven't paid anything. What extra info would be needed? I tried to include as much info from what was required in other threads. Please advice what else would be needed to help me get advice. Thanks.

    There is no keeper liability in Scotland (yet).  One of your parents is the registered keeper?  One of your parents received the NTK?  You cannot appeal an NTK that has gone to another person.  Your parent that received the NTK could pass on liability to you (the driver) by filling in the slip on the NTK but why would they do this?  Provided the driver's name and address has not been divulged, sit tight!  The keeper can/should appeal using the blue text appeal in the NEWBIE sticky.

    Does this bit need to be included if its a permit parking area not a paid parking area? Also do we dispute the fact there wasn't a ticket on the windscreen as the NTK suggests? Or is it a straight copy and paste job?

    Your simplest action is a straight copy and paste. If you wish to remove irrelevant sentences, you can do. You are advised never to attempt to add anything because (a) it will have no impact on the PPC, they routinely reject, (b) as most posters have no idea what they should be doing, they risk blowing off all their toes by making what they think are logical mitigating comments.

    I recognise your parent (RK) feels the need to 'do something', but doing nothing in Scotland is the best advice possible. An appeal from your parent will get nowhere, transferring liability to you will still result in you getting nowhere, but does expose you to a claim against you in the Sheriff Court at any time in the next 5 years.  

    If you want to protect your parent from any further hassle, send the initial appeal in your parent's name, but tell the PPC that the address for any further correspondence is yours - their name, your address. Thereafter your parent will have no more letters, you will receive them, and you will ignore them. Simples!

    Please tell your parent NOT to think they have to do something.  Ignore these letters, UKPC do not sue in Scotland because there is no keeper liability (yet) and it won't be retrospective.

    Your parents are WRONG.  To name the driver is plain stupidity in Scotland.

    What does your lease/AST say about parking? Does it mention the need to display a permit? then it may take primacy over the self serving TnC of the scammer, and interfere with your lawful right to “quiet enjoyment” of your property, possible an offence under The Landlord and Tenants Acts.

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.

    As advised by others, edit it at your peril (well maybe not quite that) because we have seen edits where posters have inadvertently shot themselves in the foot by giving up the driver's identity, just a simple "I" instead of "the keeper" or "the driver".  Best to follow advice by @Coupon-mad.

    You do realise, OP, that appeal is just paying lip service to the situation.  It is something your parent (rk) should do (NOT YOU), but then IGNORE AND DO NOT TRY POPLA BECAUSE YOU ARE NOT TO BE NAMED.

    Appeal will not work so there is no point trying to change the wording.  There is no next step, either.

    Are your parents going to panic when the tedious old DRP and Zenith debt recovery demands arrive in 2021?  Please don't tell us they'll pay or think that bailiffs will come knocking (we hate people posting that they actually think that!).  Show them the images of DRP letters in post #4 of the NEWBIES thread - where a poster proudly showed off their collection of these letters - and tell them to calm down and ignore it after the 1st appeal.

    The job of UKPC is to collect as much money as they can and they try to do it anyway they can.
    They tried a fraud in the past and it hit the main media, show you parents this

    As said, don't worry about it, you are in Scotland and you are more likely to see a haggis playing the bagpipes than UKPC going to court.

    As also said, no doubt debt collector letters will follow, it's the game they play. So you had better explain to your parents that they come from circus clowns with ZERO power and you IGNORE THEM .... 
    We see hundreds of these letters and nothing happens.  We don't get a chance to see who the clowns are but no doubt they wear red noses and makeup, baggy check trousers and big flippers

    And that is the scam parking industry in a nutshell
